AHD, Inc.'s team of knowledgeable and dedicated individuals has supported the development of affordable housing in the Washington DC Metro area for over 35 years.

Richard N. Tager, CEO and Joint Chairman of the Board

Mr. Tager, one of the co-founders of AHD, Inc., is jointly responsible for the operation of our company. He has been involved in all aspects of the organization, development, financing, construction, and management of affordable housing assisted by Federal, state and local finance and insurance programs throughout the United States. Mr. Tager is also a co-founder of AHD Management Inc., the housing management affiliate of AHD, Inc.

Throughout his career, Mr. Tager has also practiced law, specializing in real estate and housing development matters. He served as house counsel for the Washington, D.C. office of Skidmore, Owings & Merrill, Architects/ Engineers. He was also general counsel for CRI Inc., a national multi-family housing developer/ syndicator.

Donald E. Tucker, President and Joint Chairman of the Board

Mr. Tucker, one of the co-founders of AHD, Inc. is jointly responsible for the operation of our company. He has more than forty years of experience in the planning, design, development, construction, and management of affordable apartment communities using assistance programs available from Federal, state, and local governments. Mr. Tucker is a co-founder of AHD Management, Inc. and is also a registered architect and a principal in the architectural firm of EDG Architects.

James L. Mitchell, Senior Vice President

Mr. Mitchell has been an integral member of the AHD, Inc. team since it was established in 1989. He is responsible for coordinating our housing rehabilitation programs and directing the asset management function of AHD Management, Inc.

Mr. Mitchell has been a real estate development professional in the Washington Metropolitan area for more than thirty-five years. He has experience in all facets of real estate development, including site selection and acquisition, government and community relations, large scale multi-family housing, tenant relations, and tenant relocation programs.

Ronald C. Cantrell, Senior Vice President – Asset Management

Mr. Cantrell joined AHD in August 2021 with over 35 years of experience in all areas of property and asset management. Ron’s primary focus is maximizing Portfolio NOI and Cashflow while ensuring long-term sustainability. Ron also works with the JV Property Management Company on all aspects of the day-to-day operations for each of the properties.

Prior to joining AHD, Inc., Ron worked for Volunteers of America and was responsible for the Asset Management oversite for the Los Angeles, Southwest, Northern California, Northern Nevada, and Alaska Housing Portfolios. He studied at the Housing and Community Development Executive Education Program at the University of Maryland, at the Institute of Real Estate Management, and is a Housing Credit Certified Professional (HCCP) and Certified Assisted Housing Manager.

Sandra V. Battista, Asset Manager

Ms. Battista helps oversee AHD’s affordable-housing portfolio, working with property-management and accounting teams to inspect assets, recommend capital improvements, and monitor property debt. She also reviews budgets and compliance with local, state and federal housing and development programs. Leveraging more than two decades of property management experience, she plays a key role in portfolio-wide efforts to standardize operating procedures, address occupancy matters, and optimize net operating income.

Her background spans market-rate, senior, and mixed-income communities across the Mid-Atlantic, including multi-site oversight, major lease-ups, and multimillion-dollar renovations. Ms. Battista studied Business Administration and Marketing, holds CAM, CAPS, TCS, C3P, and CMCA credentials, and previously held a Maryland real-estate license.

Gaye R. Crosby, Accounting & Office Manager

Ms. Crosby joined AHD, Inc. in July 2024. She is responsible for all accounting functions, payroll, employee benefits and coordinating the financial operations of AHD, Inc. and AHD Management, Inc. She also manages the day-to-day operations of the Bethesda, Maryland, office.

With over twenty-five years’ experience in various business industries including banking, manufacturing, public accounting, mortgage lending and property management, Ms. Crosby has expertise in finance, accounting, audit, strategic development, sales and government relations. She holds an M.B.A. and a B.S. degree in Finance.
